Liverpool Council Tax Guide for Bands, Charges, Payment and Help
Liverpool Council Tax is the local charge used to help fund city services, adult social care, fire, police and local public services. Your final bill depends on your property band, annual charge, discounts, Council Tax Support, arrears, credits and changes in your household.
Most Liverpool residents search for Council Tax help because they need to pay a bill, find the phone payment number, check the Band A to H charges, access their online account, find their online key, apply for Single Person Discount, claim Council Tax Support or report moving home.
This guide explains the official routes in simple English. It is not Liverpool City Council and cannot access your account. For payment, support, account changes, discounts, evidence upload and formal decisions, always use Liverpool City Council or GOV.UK.
Pay or manage your account
Use Liverpool’s official payment page and account access page with your Council Tax reference number and online key.
Check your band and charge
Use GOV.UK for your band and Liverpool’s official “How much?” page for the current yearly charge.
Reduce the bill if eligible
Check Single Person Discount, students, disability reduction, exemptions and Council Tax Support.
Liverpool Council Tax Pay Online, Direct Debit, Phone Payment, Online Banking and PayPoint
Liverpool City Council says you can pay Council Tax online, by Direct Debit, online banking, Post Office or PayPoint, or over the phone. You need your Council Tax account number from your bill.
1
Open Liverpool’s official payment page
Start from liverpool.gov.uk before entering payment details.
▾
Go to Liverpool City Council’s official “How to pay your Council Tax” page. It explains online payment, Direct Debit, online banking, Post Office or PayPoint, phone payment and payments from abroad.

2
Use your Council Tax account number
This links the payment to the right account.
▾
Your Council Tax account number is printed on your bill. Use it exactly for online payment, Direct Debit, online banking, phone payment and account contact.
If you are paying at a Post Office or PayPoint outlet, use the barcode on the front of your bill and keep the receipt as proof.
3
Set up Direct Debit if you want regular payments
Liverpool offers several payment dates and 10 or 12 instalments.
▾
Liverpool says Direct Debit payments can be taken on the 1st, 7th, 15th, 21st or 28th of each month, over 10 or 12 instalments. You need your Council Tax account number, bank account number and sort code.
Do not change your Direct Debit within seven days of your payment date because Liverpool warns two payments may be taken in the same month.
4
Use the 24-hour automated phone line if needed
Useful when you have your card and bill ready.
▾
Liverpool lists 0800 023 7082 as the 24-hour automated payment line. Have your payment card and Council Tax account number ready before calling.

Liverpool says the online key must be typed exactly as it appears. If a capital letter is shown, enter it as a capital letter. Always use the latest bill because the online key can change.
3
Register for e-billing if you want bills by email
Useful if paper bills are missed or delayed.
▾

Liverpool Council Tax Bands A to H, GOV.UK Band Checker and 1991 Valuation Rules
Liverpool Council Tax bands run from A to H. In England, bands are based on a property’s value on 1 April 1991, not the current market value. The band is set by the Valuation Office Agency, not Liverpool City Council.
Find your band
Use GOV.UK’s Council Tax valuation list with your postcode or address.
Compare the Liverpool charge
After you know the band, use Liverpool’s 2026/27 table to estimate the annual charge.
Challenge carefully
If the band looks wrong, follow official valuation guidance and keep evidence before challenging it.

Apply for Single Person Discount only if it truly fits

3
Update Liverpool when household adults change
This protects you from later bill corrections.
▾
If someone aged 18 or over moves in, moves out or turns 18, tell Liverpool. If you are no longer the sole occupant, you must cancel your Single Person Discount unless the other person is disregarded for Council Tax purposes.

Do not lose a partly completed claim.

Liverpool Council Tax Tips Most Residents Learn Too Late
These practical checks can help you avoid wrong payments, lost discounts, delayed support claims, account login problems and costly reminder issues.
Save both your reference number and online key
You need the reference number for payments and the online key for account access. Both are printed on the latest bill or summons notice.
Use the latest bill for login
Liverpool says the online key can change when a new bill is issued, so always use the newest bill.
Pay PayPoint or Post Office bills early
Liverpool says you should pay at least seven days before the due date so the payment reaches them in time.
Do not change Direct Debit close to payment date
Liverpool warns that changing within seven days of the existing payment date may cause two payments in the same month.
Act within 7 days on a reminder
A reminder balance normally needs to be paid within 7 days, otherwise monthly instalment rights may be lost.
Tell the council about household changes quickly
If another adult moves in or someone turns 18, your discount may change. Update Liverpool before a backdated bill appears.

1

▾
Use Liverpool’s online Council Tax account to see your balance, payments already made and future payments due. Some payments made in the last few days may not yet be included in a reminder balance.

Late action can remove instalment rights.
